Opioid Deal Finalized But Victims Get Squat!

Say you're the CEO of a heroin importation and wholesale distributorship company named Junk, Smack, & White Horse Inc. 
Life is good. 

You have begun vertical integration with overseas suppliers and some smaller dealers, bringing them into your conglomerate. 
You still have large competitors (those disrespectful muyerfuyer SOBs at Mexican Brown & China White LLC are testing your patience) but at least when police crackdowns occur you're not the only target.  

You face the minor irritations of customers dying, prostituting themselves, robbing others to pay for your product, becoming homeless, abusing their loved ones, and becoming unproductive junkies, but as any cook will attest, you can't make an omelet without breaking some eggs. Anyway, your customers don't live in your neighborhood. Your bank account, stock portfolio, homes, yachts, cars, children's private schools, and wife's dresses and jewelry let you know it's all worth it. 

However, being a heroin manufacturer, importer, wholesaler, distributor and/or dealer is illegal and dangerous. Competitors play rough. The previous CEO was last seen in a car trunk.

Police could descend upon you and yours, seize your wealth, and imprison you for the rest of your life. Those possibilities, however remote, must worry a prudent or prescient CEO. What to do, what to do?

The smart drug dealer CEO would exit the heroin business. Instead, just sell heroin adjacent but entirely legal drugs like Oxycontin, Vicodin, methadone, or morphine. You can make the same money but you never need worry about ambitious murderous underlings, shooting wars with rival firms, or proper protocol in the maximum security prison cafeteria for new inmates such as yourself. 

The government can't put you in prison for selling a legal product. The government can just cry crocodile tears about what a bad bad bad person you are before knocking on your door for a shakedown handout. You slide the government representatives a few bucks, look contrite for the cameras, and keep on trucking.

The nation’s three largest drug distributors and a major pharmaceutical manufacturer announced Friday that a supermajority of states and localities had accepted the terms of their $26 billion offer to settle thousands of civil claims related to the deadly opioid crisis. The first checks are expected to go out in early April.

Through its pharmaceutical division, Janssen, Johnson & Johnson will pay $5 billion, broken into annual payments over nine years. McKesson, Cardinal Health and AmerisourceBergen, the distributors, will pay a combined $21 billion over 18 years. At least 85 percent of the payments will be dedicated to addiction treatment and prevention services.

By signing onto the deal, thousands of local governments as well as states have agreed to drop their opioid lawsuits against the companies and also pledge not to bring any future action. The total amount includes almost $2 billion that will cover fees and costs for the platoons of lawyers nationwide who represented local governments as well as some states and built much of the legal strategy in the cases. Those payments will go out over roughly seven years. 
There are no separate funds to compensate families and individual victims of the opioid crisis.

Did you catch that? The lawyers will be paid to the tune of $2 Billion. The drug distributors dealers won't go to prison, eliminated future liability, and didn't admit to criminal activity. The states and municipalities will get some drug dealer money to fund "addiction treatment and prevention services". 

This means some well paid or better paid social work jobs for middle class or upper class people. And money is fungible. You give me an extra few billion I might not spend it how I told you I would. I'm sure the states and municipalities will find other things to spend money on now that they have some extra bucks.
 
The only people who don't get any direct money or help are the opioid victims themselves or their family members
